al-Balagha is presented as Imam Ali's instructions to Malik al-Ashtar on governance in Egypt. It is one of the compilation's most influential political texts. Readers should distinguish the compilation's transmission history
from the ethical value of the letter and consult critical scholarship when making historical claims. ## Public office as responsibility The letter repeatedly frames authority as a trust rather than private
property. It calls attention to the welfare of ordinary people, the vulnerability of the poor, the conduct of officials, and the need to prevent privileged groups from capturing the ruler's attention.
This vision makes public service answerable to moral standards. ## Administration and justice The text stresses careful selection of judges and administrators, fair remuneration, oversight, and the correction of official misconduct.
Its concern with merchants, farmers, soldiers, and taxpayers points to a government whose stability depends on reciprocal obligations rather than coercion alone. ## Contemporary application Modern constitutional systems differ from the
administrative world of the early Islamic period. The letter should not be treated as a ready-made statute book. Its principles can, however, support discussions of anti-corruption rules, accessible justice, independent review,
social welfare, and transparent administration. ## References Nahj al-Balagha, Letter 53; Qur'an 4:58 and 16:90. Compare scholarly translations and commentaries before quoting exact wording.
